Shaqiri has been linked with a switch to Liverpool in recent days after the Reds’ move for Lyon’s Nabil Fekir fell through.
The Swiss winger is keen to leave Stoke after the Potters’ relegation from the Premier League last season.
Mariner believes Shaqiri is a luxury player and would mostly be used in domestic cup competitions by Reds boss Jurgen Klopp.
“If they’re going to be battling on all fronts, he’s going to be a squad player,” he said of the Liverpool target.
“At what, £10-12million, in this day and age, he goes in the squad.
“Yes he is (a luxury player), he’s obviously got qualities, but he’s a massive luxury player.
“I don’t think he will be anywhere near the first team.
“If he does sign he will go in the rotation.
“So I’m going to say, as far as a League Cup team, it’s a hit.
“But that’s as far as I see it, I just can’t see it (in the first team).”
Shaqiri is in the Switzerland squad for this summer’s World Cup.
